Currently, the threshold for triggering the flow control is 1,000 access tokens every 5 minutes. That is, if the number of access tokens applied for within 5 minutes exceeds 1,000, the flow control is triggered, and you cannot apply for extra access tokens. In 5 minutes, you can apply for another. If the flow control is triggered when you apply for an app-level access token, handling this issue by referring to the following solution.
An app-level access token can be used repeatedly within one hour so that you just apply for it once within one hour.

An app-level access token is valid within one hour and can be shared among all servers of an app. Therefore, it is recommended that an access token sharing server be built. The server applies for an access token from Huawei Oauth server every hour. When accessing Huawei services, the app obtains the access token from the server.
