Overview
If you are an ad agency and serve multiple business clients, you can create a hierarchy with three levels of accounts, for comprehensive yet easy management on Partner Management Platform.

- A Petal Ads partner can add multiple level-2 partner or advertiser accounts, and a level-2 partner can add multiple advertiser accounts.
- Among the three account types, only advertiser accounts can create ad tasks in Petal Ads, and the other two types can perform related management operations on Partner Management Platform.
- Petal Ads partners can make top-ups, but level-2 partners and advertisers cannot. Level-2 partners and advertisers can only obtain money from their upper-level roles through transfer.
- Each HUAWEI ID can be used to create only one Petal Ads account.
Procedure
- Sign up for a HUAWEI ID or sign in using your existing HUAWEI ID.
- If you already have an identity-verified HUAWEI ID, click Sign in in the upper right corner, and sign in with the HUAWEI ID.
- If you do not have a HUAWEI ID, visit the Petal Ads official website at https://ads.huawei.com (Google Chrome is recommended) and click Sign up in the upper right corner. You can use a mobile number or an email address to register for a HUAWEI ID.


NOTE
Generally, identity verification is not required during Petal Ads account registration. However, if your ad is found to involve restricted content during the review by Petal Ads, or if you want to make postpayment by enterprise credit card or make online top-ups, you must complete the identity verification before ad delivery.
- Ensure that the following parameters are set correctly to avoid Petal Ads account registration from failing.
- Country/Region: Set it to the country/region where your company is registered.
- Date of birth: Enter your date of birth.
- If you already have a HUAWEI ID, click Sign in in the upper right corner. The subsequent steps will vary depending on the identify verification status of your HUAWEI ID.
- If your HUAWEI ID has been verified on HUAWEI Developers, register for a Petal Ads account. This account will be able to deliver ads immediately after being created, without needing to be reviewed again. Identity verification is required in some special scenarios.
- If your HUAWEI ID failed identity verification on HUAWEI Developers, remember to modify your identity verification information based on the rejection reason when registering for your Petal Ads account. After you have completed the registration, your information will be reviewed again. While your application is under review, you can sign in to your Petal Ads account for trial use only. You can top up your account, deliver ads, and perform other operations only after your Petal Ads account is approved. Learn more about the description of identity verification.
- If your HUAWEI ID is undergoing identity verification on HUAWEI Developers, you have to wait until the identity verification is completed before registering for your Petal Ads account.
- If your HUAWEI ID has not completed identity verification on HUAWEI Developers, you can use it to sign in to Petal Ads, and complete Petal Ads account registration. If an ad task is found to involve sensitive industries, you need to complete identity verification before delivering the ad.
NOTICE
If your HUAWEI ID is a member account on HUAWEI Developers, you need to use your team account holder's HUAWEI ID to sign in and complete Petal Ads account registration.
- Select a delivery area.

- Select an account type.
Select Petal Ads partner.

- Enter your information.
- Company information:

- Legal entity name: Enter the company name on your business license.
- Legal entity name (English): It will be used on the invoices issued to you. Ensure that the name matches the one on your business license, and it can contain only English letters, English punctuation marks, and digits.
- DUNS number:
If you have never applied for a DUNS number, set Verification by DUNS number to No. In this case, you need to upload your business license.
If you have created a direct advertiser account using the DUNS number of your company and now want to create a partner account using the same company, set Verification by DUNS number to No and upload the business license of your company to create a partner account.
If you have applied for a DUNS number and never used it to register a direct advertiser account, set Verification by DUNS number to Yes.
- Time zone: Select a time zone. Note that it cannot be changed after the registration is complete. The time zone will apply to all dates and time in your Petal Ads account, including those of your ad schedule, budget, and reports.
NOTE
The time zone selected for a partner does not affect time zones of its level-2 partners and advertisers. During registration, level-2 partners and advertisers still need to select time zones for their accounts. Neither partners nor level-2 partners deliver ads. Therefore, it is important for advertisers to select time zones for their accounts.
- Area: The country/region you have selected during HUAWEI ID registration is used by default. It must be the same as that on your business license. You will also need to specify the state/province and city/town.
- Address: The value must be the same as that on your business license. If they are different, account registration may fail.
- HQ phone: Enter the phone number of your company's headquarters.
- Contact information:

- Contact: Enter the name of the contact person.
- Job title: Enter the job title of the contact person.
- Phone: Enter a valid mobile number of the contact person for receiving Petal Ads notifications. This mobile number is not used as the sign-in credential of your Petal Ads account.
- Email: Enter a valid email address of the contact person for receiving Petal Ads notifications. This email address is not used as the sign-in credential of your Petal Ads account.
- Invoicing information: It will be used for tax payment only. Ensure details are correct.

- Legal entity name: It will automatically be filled in with your company name and cannot be changed.
- Area: It will automatically be filled in with the area you entered in Company information.
- Address: Set it to your company's address.
- VAT number:
- If your company is a general VAT taxpayer, select Yes, set VAT number, and upload tax qualification files as required by some countries/regions. Contact your company's finance department for queries about tax registration.
- If your company is not a general VAT taxpayer, select No. You do not need to enter a VAT number or upload any tax qualification file.
- Email: The email address of your contact is displayed by default.
- Currency: Select the default currency to be used for all your transactions. It cannot be changed after the registration is complete. The currency you selected here will be automatically used by the level-2 partners and advertisers under partners. The currency cannot be changed once set up.
NOTICE
To use the online top-up function, make sure to select a currency other than USD. If you select USD as the currency, you will be unable to use the online top-up function.
- Submit for review. In most cases, the review will be complete within 3 to 5 working days. The result will be sent to your contact person's email address.
Viewing or Modifying the Account Information
Sign in to Partner Management Platform, go to Account management > Account info, and view your company and contact information, as well as the agreements you have signed. You can also modify the information and submit the modification for review. Once approved, the information will be updated accordingly on this page.
Managing Level-2 Partners or Advertisers
View the level-2 partner or advertiser account status, and perform operations as needed.

- Deregistered: A level-2 partner or an advertiser deregistered their HUAWEI ID.
- Deactivated: Generally, Huawei determines whether to deactivate a level-2 partner or an advertiser account. If you find such an account is deactivated, contact us by submitting a ticket online.
- Authorization Expiration: The authorization letter of a level-2 partner or an advertiser account expired. You can perform the following operations:
- Edit the level-2 partner or advertiser information: Click Edit in the Operation column. On the page displayed, change the authorization time.
- Access the level-2 partner or advertiser account: Click Access in the Operation column.
- Rejected: A level-2 partner or an advertiser account was rejected, or the account changes were rejected.
- To be reviewed: A level-2 partner or an advertiser account is under review, or the account changes are under review.
- Uncompleted registration: A level-2 partner or an advertiser clicks the invitation link for registration, but has not completed the registration process. You can remove such a level-2 partner or an advertiser: Click Remove in the Operation column, and in the dialog box displayed, click OK. The level-2 partner or advertiser will be deleted, and the invitation link will become invalid.
- Invitation expired: A level-2 partner or an advertiser did not complete registration within 10 days after receiving the invitation. You can perform the following operations:
- Remove the level-2 partner or advertiser: Click Remove in the Operation column, and in the dialog box displayed, click OK. The level-2 partner or advertiser will be deleted, and the invitation link will become invalid.
- Edit the level-2 partner or advertiser information: Click Edit in the Operation column. On the page displayed, you can change the email address, nickname, HUAWEI ID, and invitation email language. The changes will not affect the validity period of the invitation.
- Re-invite the level-2 partner or advertiser: Click Re-invite in the Operation column after the invitation link expires, or even when the invitation link is valid. In the later case, the original link will become invalid.
- Inviting: The invitation is sent successfully, and you are waiting for a level-2 partner or an advertiser to accept the invitation.
- Normal: A level-2 partner or an advertiser has been added successfully. You can perform the following operations:
- Make a transfer: Click Transfer in the Operation column. On the page displayed, enter related information and complete the transfer.
- Edit the level-2 partner or advertiser information: Click Edit in the Operation column. On the page displayed, edit the related information. If you edit the following information of the advertiser account, the account will be reviewed again:
For identity verification: Full name, Full name (English), DUNS number, Business license number, Business license, Time zone, and Area.
For qualification review: Promotional content, Domain names, Authorization certificate, and Industry qualification.
- When the advertiser is registered outside the Chinese mainland:
For identity verification: Full name, Full name (English), DUNS number, Business license number, Business license, Time zone, and Area.
For qualification review: Promotional content, Domain names, Authorization certificate, and Industry qualification.
- Access the level-2 partner or advertiser account: Click Access in the Operation column.
